Bali’s infrastructure is undergoing rapid development, with multiple major projects slated for completion by 2028, aiming to enhance both tourism and daily life. Here are some key initiatives worth noting.
1. Besakih Temple Restoration Project
Besakih Temple, Bali’s most sacred religious site, is set for a major restoration starting in 2026. The focus will be on maintaining cleanliness and structural integrity to ensure the long-term preservation of this cultural heritage.
2. Bali Cultural Center
The government plans to commence construction of the Bali Cultural Center in Klungkung by the end of 2025. This venue will play a crucial role in promoting local culture and attracting both domestic and international tourists. Several private enterprises have already expressed interest in collaborating, aiming to create a new cultural landmark.
3. Turyapada Tower Construction
Scheduled for completion by mid-2026, the Turyapada Tower will become a new landmark, improving communication and broadcast coverage across Bali and boosting economic development in surrounding areas.
4. New Road and Parking Area from Pura Batur to Besakih
To address traffic issues around Besakih Temple, the government will construct a new road connecting Pura Batur to Besakih, along with a large parking facility at Batur. This initiative aims to alleviate congestion and enhance the visitor experience.
5. Sang Hyang Ambu Highway
This new highway will link Klungkung and Karangasem as part of Bali’s ring road, featuring a 200-meter tunnel. The project is expected to boost economic development in the eastern region and improve transportation efficiency between the east and west.
6. Berina Highway (Karangasem-Buleleng)
This highway, spanning Karangasem and Buleleng, will eliminate traffic bottlenecks, reduce travel time, and stimulate tourism and economic activities in the northern and eastern areas.
7. Singaraja-Mengwitani Shortcut
The government plans to commence construction on sections 9-10 by mid-2025, followed by sections 11-12 in 2026. Upon completion, this shortcut will significantly reduce travel time between North Bali and South Bali, offering more convenient public transportation options, including electric buses from Buleleng to Denpasar.
8. Port and Urban Road Development
Several ports will undergo expansion and modernization, including Amed Port in Karangasem and Sangsit Port in Buleleng, enhancing tourism and trade capabilities in the east. Additionally, Denpasar will see the construction of new roads and underpasses, such as Sunset Road-Mahendradatta, Gatot Subroto-Canggu, and multiple underpasses in Jimbaran and Tohpati.
In the Sanur area, a parking tower will be built, along with shuttle services to facilitate passenger movement to and from the port, improving travel convenience.
9. South Bali Ring Road Project
The South Bali Ring Road (JLS) project is planned to be constructed along the eastern, southern, and western sides of Bali’s southern peninsula, with a total length of approximately 36.5 kilometers. This project aims to improve traffic conditions in southern Bali, alleviate congestion on major roads, and enhance connectivity between regions.
Supporters are calling for the project to be designated as a “National Strategic Project” (PSN) to secure funding from the central government. On March 29, 2022, IB Surya Suamba, Head of the Bali Provincial Public Works and Housing Office (PUPR), confirmed that Badung Regent I Nyoman Giri Prasta had signed a written proposal to change the project’s funding model from a public-private partnership to a National Strategic Project. This proposal has been submitted to the National Development Planning Ministry (Bappenas), and if approved, the central government will cover the full cost.
Project Segments:
- First Segment: 12-13.2 km
- Second Segment: 8.2-9.9 km
- Third Segment: 7.8 km
- Fourth Segment: 5.5-5.6 km
The construction of this ring road will help distribute traffic flow, reduce pressure on existing roads, and promote economic development in the southern region. Additionally, it will enhance transportation convenience for tourists, further supporting Bali’s tourism industry.
10. Gilimanuk-Mengwi Highway and South Bali Metro
The Gilimanuk-Mengwi Highway project will continue to advance, with the addition of a South Bali Metro system to further improve transportation convenience in southern tourist hotspots and reduce traffic pressure.

Bali will adopt the same light rail system as Jakarta.
Upon completion, these projects will significantly enhance Bali’s transportation infrastructure, providing both residents and visitors with a more comfortable travel experience while further boosting the region’s economic prosperity.
