Pandawa Beach in Uluwatu, southernmost Bali, is known by some as the ‘Blue Highway’. With its magnificent limestone cliffs and pristine white sand beaches, it has become a must-visit destination for increasing numbers of tourists. However, with visitor numbers surging over the past year and a half, local authorities have decided to adjust access methods to make traffic flow smoother and safer for both pedestrians and vehicles.

Bali’s New Attraction: Tanah Barak
Tanah Barak area at Pandawa Beach is the most popular entrance point. Visitors walking from the parking lot to the beach must pass through a narrow cliffside pathway, which has become a hotspot for photos. To enhance pedestrian safety, private vehicles are now prohibited from using this pathway. Instead, authorities have introduced shuttle services that not only protect pedestrians but also reduce traffic congestion in the area, making the environment appear cleaner.
Local official Ni Luh Hepi Wiradani explained that this policy was developed based on visitor feedback. ‘Many visitors expressed their desire for better order at Tanah Barak, with fewer vehicles disrupting their experience. Therefore, we’ve adjusted the traffic flow to make everyone’s visit more enjoyable.’

Now, whether arriving by motorcycle or car, visitors must park at Lelangon Parking Lot and proceed to the beach either on foot or by shuttle. The entrance fee remains at IDR 25,000 per person, applicable to both domestic and international visitors.
The new system has been operational for several days and has received positive feedback, with both tourists and local communities expressing satisfaction with the new measures. ‘Since the implementation of this policy, visitors have reported feeling more at ease without vehicle interference,’ said officials.
The shuttle service can transport up to 800 visitors daily between the parking lot and the beach. For those wanting to photograph the cliffside pathway, walking remains the best option. During peak tourist season, Pandawa Beach welcomes over 2,000 visitors daily. What was once a ‘hidden gem’ has now become a must-visit destination for both domestic and international travelers.
The management team at Pandawa Beach is quickly adapting their strategies to handle the increasing number of visitors. For instance, during this year’s Eid al-Fitr holiday, Pandawa Beach saw daily visitor numbers ranging from 2,500 to 3,000, presenting a significant challenge for the management.

Local leaders are also considering new zoning plans, aiming to divide the beach into several specialized areas. These include a public beach zone, a water sports zone, a beach club zone, a dining area, and a private beach section reserved for exclusive events like weddings and proposals.
Pandawa Beach is located between Green Bowl Beach (check out Xiao Jie’s Indonesia guide) and Pantai Gunung Payung. If you’re looking for a couple more nearby attractions, take a look at our 【Uluwatu Guide】47 Must-Visit Spots in Uluwatu.
