Bali Tightens Enforcement of Tourism Tax, Making It Harder for Visitors to Avoid Payment

What is the Bali Tourism Tax?

Starting February 2024, all international visitors entering Bali are required to pay a 150,000 Indonesian Rupiah (approximately USD$10) tourism tax. This fee is mainly used for:

  • Protecting local culture and heritage

  • Maintaining the natural environment

  • Improving tourism infrastructure

However, statistics since its implementation reveal that less than 40% of tourists have actually paid the fee, highlighting the urgent need to enhance enforcement.

Why Reform This Policy?

While the policy goals are widely supported, execution has been notably lacking. Issues include:

Strengthening Enforcement and Independent Oversight

To address tax evasion, the Bali government plans to commission third-party operators to assist in implementing the tourism tax policy, which will:

  • Make the payment process more convenient
  • Improve payment recognition for tourists
  • Enable real-time tracking and transparency of funds

Additionally, the Gerindra-PSI faction has proposed establishing an independent oversight body responsible for managing and allocating tax revenues to ensure funds are used appropriately.

Enhancing Communication with Tourists

According to the Indonesian Tourism Association (ASITA), many tourists are unaware of this tax. To address this issue, the government will take the following actions:

  • Increase signage at airports, ports, and tourist attractions
  • Send payment notifications through travel agencies
  • Expand promotion through tourism apps and websites

In the future, tourists may need to show their tax QR code more frequently, especially at popular attractions, entry points, and ports.

Currently, tourists can pay through the LoveBali website or app, or pay on-site at Bali’s airports upon arrival. In the future, authorities may introduce more payment options to enhance convenience.

The Shared Vision of Bali’s Government and People

Bali’s Vice Governor I Nyoman Giri Prasta stated: “We will adopt a technology-driven approach to implement real-time information systems, ensuring funds are used to enhance the welfare and happiness of Bali’s people.”

The ultimate goal of this policy is to ensure that tourism-generated wealth genuinely benefits local communities, creating a model for sustainable tourism.
